The move-in problem
Who else has a key to a brand new house?
More people than a new owner usually expects, and the answer has nothing to do with crime.
Large tract developments are built and handed over at scale, which means a great many people legitimately need to get through those doors before you do — the builder, trades running through a phase of houses, cleaners, inspectors, the sales office. Builders manage that with construction keying, where a single arrangement lets the site work and is then meant to be retired when the buyer takes possession. Whether it was actually retired properly on your door, on the day you got the keys, is not something you can verify by looking at it.
That is why we treat a rekey on move-in as the default here rather than a precaution. It keeps the hardware the builder fitted, re-pins the cylinders to a key that is genuinely only yours, and takes very little time. If the house has a front door, a side gate, a garage door and a rear slider lock all on different keys, that is also the moment to bring them onto one.
The same logic applies to keypad and smart locks, which are common on newer builds here. A keypad is only as good as its code list, and a house handed over by a builder frequently arrives with codes still in it that nobody has audited. Clearing the old ones and setting up a sensible set — one per household member, one temporary for a cleaner or a dog walker, all removable — takes minutes and is worth doing on day one.
Getting around out here
Villages, the toll road and the Town Center
Otay Ranch is laid out as numbered villages rather than a continuous grid, which is easy once you know and confusing before.
The community covers Villages 1, 1 West, 2, 5, 6, 7 and Planning Area 12, with a community facilities district that has maintained the shared medians, slopes, parkways and trails since 1998. Millenia is the newer, denser mixed-use piece at the corner of State Route 125 and Birch Road. Otay Ranch Town Center, the open-air mall, opened in October 2006 and is the landmark everybody navigates by; a rapid bus route stop and a bridge over the 125 were added in 2019.
State Route 125 — the South Bay Expressway — is the fast way in and out, with Olympic Parkway, Birch Road and Eastlake Parkway carrying the traffic between villages. Tell us the village number as well as the street: the street names repeat across the development in ways that catch out anybody relying on a map pin alone.
Almost all of it is association-governed, so exterior hardware often has an approved finish. As everywhere with rules like that, most of our work is internal and changes nothing visible — but say so when you call and we will match what you need.

Otay Ranch questions
The house is brand new. Do I really need to rekey it?
We think so, and not because anyone did anything wrong. Builders, trades, cleaners and inspectors all legitimately needed to open that door before you did, and construction keying is standard practice on large developments.
Whether it was properly retired at your handover is not something you can check by looking. Rekeying is quick, keeps the hardware you paid for, and removes the question entirely.
We have a keypad lock. Is that safer than a key?
Different, not automatically safer. A keypad is only as good as the list of codes in it, and a builder handover often leaves codes behind that nobody has reviewed.
Clear the old ones, set one code per person, and use a temporary code for anyone who only needs access for a while. Most keypad locks also have a physical key override, and that cylinder can be rekeyed like any other.
Is Otay Ranch the same as Chula Vista?
It is part of Chula Vista — the eastern, master-planned side of the city, built as numbered villages from the late 1990s onward.
We cover the whole city. We keep a separate page for Otay Ranch because the housing, the roads and the jobs out here are genuinely different from the older west side.
Our HOA has rules about the front door finish.
That is normal across the villages, and it rarely gets in the way. Almost everything that makes a lock secure is inside it — the cylinder, the pinning, the bolt, the strike and the screws into the frame.
If a visible part does need changing, tell us the approved finish when you call and we will match it.
Everything has a different key — front, garage, side gate.
Very common on new builds, because the hardware gets fitted at different stages. It is also easily fixed.
We rekey them so one key covers the house, and cut you a controlled number of spares rather than the random handful that came with it.
How quickly can you get to Village 7?
We will tell you on the phone with the real number rather than a marketing one. The 125 makes this side of Chula Vista quicker to reach than the mileage suggests, but the honest answer still depends on where the van is at the time.
