Unincorporated county
No city hall, and a name that covers more ground than the map does
Spring Valley is a census-designated place of about 31,000 people across 7.4 square miles, with no municipal government of its own.
It is policed by the San Diego County Sheriff out of the Rancho San Diego station, which covers roughly 150 square miles including Casa de Oro, Mount Helix, Jamul and Rancho San Diego alongside Spring Valley. The practical consequence for you is that “Spring Valley” as a mailing address is much larger than Spring Valley as a census boundary (La Presa and Casa de Oro both use it), so the city name on your post tells a locksmith very little.

The housing is mostly owner-occupied (about 62% at the last census, against 38% rented), which shifts the work away from turnover rekeys and toward the jobs owners generate: spare keys for family, one key across the house and the side gate, a deadbolt upgrade after a break-in attempt on the street, and lockouts at properties where the second key has been in a drawer since 2009.
Access is off the 94 or the 125. Worth knowing if you are timing us: the 94 is a freeway only as far as just past the 125 here, and then becomes Campo Road (an ordinary road with lights and traffic), so an address on the far side of that transition takes longer than the map suggests. Owners here ask for the settled-in jobs: one key across the house, the side gate and the shed, a deadbolt upgraded after a scare on the street, a lock serviced rather than binned, a spare cut for a relative, with vehicle keys and openings when they are needed.

Spring Valley questions
My address says Spring Valley but I think I am actually in La Presa or Casa de Oro.
It happens constantly and it changes nothing for us. La Presa and Casa de Oro both use Spring Valley mailing addresses, and none of those places has its own city government. It is all unincorporated San Diego County.
Give us the nearest cross street and the house number. That is what a driver needs; the city name is what a database needs.
Is Spring Valley a city? Who do I call if this turns out to be a crime rather than a lockout?
It is not a city: it is an unincorporated community, so there is no Spring Valley police department. Law enforcement is the San Diego County Sheriff, out of the Rancho San Diego station.
If a door has been forced or you think somebody has been inside, call 911 first and us second. We will secure the door once you have a report started.
How long does it take you to get out past the 94 and the 125?
It depends where you are relative to the point at which the 94 stops being a freeway (just past the 125) and becomes Campo Road. Anything beyond that is ordinary road with lights, and it is slower than the map implies.

Can you put my house, the garage and the side gate on one key?
Usually, yes: that is a standard rekey where the locks are compatible. It is one of the most common jobs we do in the owner-occupied streets here.
Where a gate padlock or an old garage lock will not take the same keyway, we will tell you what it would cost to bring it in and let you decide.
Somebody tried my door overnight. What should I change?
Start with the deadbolt on the door that was tried and the strike plate behind it: a long screw into the frame stud is worth more than most hardware upgrades.
After that, a high security cylinder on street-facing or out-of-sight doors is the sensible spend. We will look at the door and tell you what would actually have made a difference, rather than quoting for every lock in the house.
Do you charge more because this is out in the county rather than in a city?
No. The price depends on the job, the hour and the distance, and you hear the number before we set off, whatever the address says.
There is no separate rate card for unincorporated areas and no surprise added at the door.
