Hardware and the association

What the rules usually cover, and what they do not

Rancho Bernardo was developed by AVCO Community Developers from the 1960s through to 1984, and it has been association-governed ever since.

Communities like this commonly set architectural standards that reach as far as the front door — the finish of the handle set, sometimes the style, occasionally the colour of everything visible from the street. Homeowners find this out at the worst moment, which is after fitting something.

The useful thing to understand is that those rules are almost always about appearance, and almost none of what makes a lock secure is visible. The cylinder, the pinning, the bolt throw, the strike and the screws into the frame are all inside. So in practice we can rekey your locks, fit a restricted high security cylinder, add a proper deadbolt with long screws into the stud, and repair a door that has dropped, without changing anything an architectural committee would look at.

When a visible part genuinely does need replacing, tell us the approved finish before we start and we will match it. That is a two-minute conversation on the phone that saves a letter from the association later.

The neighbourhoods

Westwood, the Oaks, and the office corridor

RB sits about twenty miles north-north-east of downtown, between 4S Ranch, Poway and Escondido.

Named areas include Westwood, Oaks North, Seven Oaks, Bernardo Heights, the Trails and Montelena, with Bernardo Center Drive and Rancho Bernardo Road as the main internal roads off Interstate 15. Several of those are senior communities, which changes the work: key safes so a family member or carer can get in, levers rather than round knobs where hands are not what they were, and spare keys held somewhere sensible rather than under a pot.

The Rancho Bernardo Inn opened at the centre of it in 1963, and Bernardo Winery — trading since 1889 and in the same family since 1927 — is the oldest working winery in the region.

Alongside the housing is one of the largest office submarkets in San Diego County, with several million square feet along the I-15 corridor and something in the order of fifty thousand people working in it, including Petco's headquarters and a long list of technology and defence employers. Commercial work here is mostly master key systems and rekeys when staff or tenancies change.

One local memory worth respecting: the Witch Creek Fire of October 2007 destroyed hundreds of homes in RB, with the Trails, Montelena and Westwood among the worst hit. If you live in a fire-prone part of the county, keep a spare key somewhere off the property. An evacuation order does not wait while you look for the one on the hook.

Our association controls what the front door looks like. Can you still improve the security?

Yes, and usually without changing anything visible. Nearly all of what makes a door secure — the cylinder, the pinning, the bolt, the strike, the screws into the frame — sits behind the trim.

If a visible part does have to change, tell us the approved finish first and we will match it rather than leave you explaining yourself to a committee.

My parents are in a senior community here and I need to be able to get in.

Two common answers. A key safe fixed properly to the structure, so a family member or a carer can get in without keys floating around; or keying the doors alike and issuing a controlled number of spares.

While we are there it is also worth looking at lever handles instead of round knobs — far easier on hands that struggle with a twist.

We are moving into an office suite on the corridor.

Rekey before you move in, then decide the keying deliberately. Suites in long-let buildings collect keys from tenants, contractors and building staff over the years.

A master key system means one key for whoever needs everything and separate keys for everyone else, with a record of who holds which.

Should I keep a spare key off the property?

In this part of the county, we would. Rancho Bernardo lost hundreds of homes in the 2007 Witch Creek Fire and evacuation notice can be very short.

A spare with someone you trust nearby, or in a properly fitted key safe, is worth more than one hidden in the garden — which is the first place anyone looks anyway.

Can you get out here at night?

We are open twenty-four hours, seven days. RB is up the 15 from central San Diego, which is a genuine drive, and we will tell you honestly what it looks like when you ring.

Can I get a key that cannot be copied at a hardware counter?

That is what a restricted high security cylinder is for. The blanks are not generally available, so a key cannot be casually duplicated by anyone you hand it to.

It fits behind existing trim in most cases, so it also sits comfortably with community hardware rules.
